Clarkstown Board of Ethics — Regular Meeting Historical Map Room — Clarkstown Town Hall June 30, 2026 12:00 Noon Attendees: Fr. William Cosgrove, Chair Rev. Rhonda Hoehn Rabbi Paul Kurland Rev. Bruce Woodcock Suzanne Dugan, Special Counsel to Board of Ethics Joanne Castaldo, Secretary to the Board of Ethics Board of Ethics Chair Fr. William Cosgrove called the meeting to order at 12:06 PM. Rev.

Rhonda Hoehn made a motion to approve the agenda for the meeting, Rabbi Paul Kurland seconded the motion, and the agenda was approved. Rev. Bruce Woodcock made a motion to accept the minutes from the March 13, 2026, Board of Ethics meeting. Rev. Hoehn seconded the motion, and the minutes were approved. There was no public comment.

Board Secretary Joanne Castaldo gave an update on the filing season for financial disclosure statements for calendar year 2025 which were due on May 15, 2026. Less than 20 forms remain outstanding. There was discussion among the Board regarding the time and effort involved in getting the last forms filed. The issue will be revisited at the next meeting.

There was a discussion regarding meeting dates for the remainder of 2026. The dates were rescheduled to September 10, 2026 at 12:00 noon and November 13, 2026 at 12:00 noon. The Chair’s report to the Town Board will be given at the Town Board meeting on December 15, 2026 at 12:00. At 12:35 PM, Fr.

William Cosgrove made a motion to enter into an Executive Session to discuss matters relating to the employment history of a particular person or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, or dismissal of a particular person. Rev. Bruce Woodcock seconded the motion, and all were in favor. Joanne Castaldo, Secretary of the Board, excused herself.

Suzanne Dugan, Counsel to the Board, remained to deliver her counsel’s report. At 1:15 PM, the Executive Session ended, Joanne Castaldo reentered, and the meeting was adjourned. Respectfully submitted, [signature] Joanne Castaldo Secretary to the Clarkstown Board of Ethics
