CLARKSTOWN ARCHITECTURAL HISTORIC REVIEW BOARD MINUTES June 8, 2026 Chairman Edward Guardaro opened the meeting at 7:30 p.m. with the Pledge to the Flag. Secretary called the Roll.

Present: Chairman Edward Guardaro and Vice Chairman Stephen Botto Board Member James Palmer, Board Member Lawrence Kigler, Board Member Susan Farese, Board Member Barbara Hess, Board Member Joseph Jacob, Everette Bierker, Assistant Building Inspector, Kevin Hobbs, Deputy Town Attorney, and Stacy Kuo, Secretary. Absent: Paul K. Schofield, Deputy Town Attorney.

The AHRB minutes of May 26, 2026 were reviewed by the Board. Motion was made by James Palmer to approve minutes, seconded by Lawrence Kigler and approved. Chairman Edward Guardaro and Stephen Botto abstained from voting because they were not at the meeting. Permit #2025-0078 Prime Infusions 10 Johnson’s Lane, New City Reappearance from 5-11-26 and 5-26- 26 for materials review. Freestanding sign as per ZBA #4432.

Dov Finkelstein, owner, reappeared to discuss amended sign proposal. Amended sign is carved on both sides with balls added to either side of the posts. Stephen Botto requested a dark border to be added to the outside of the border. Motion was made by Susan Farese to approve the amended sign, subject to the addition of the dark border, seconded by Stephen Botto and approved unanimously. Permit #2026-0497 Mr.

Bunker Moo 306 South Main Street, New City All Type Signs Jimmy Leveroni Reappearance from 5-11-26 for façade review. Primary wall sign.

Jimmy Leveroni, All Type Signs, returned to the meeting to seek approval for a 32” x 168” aluminum black panel with raised lightbox logo, letters are channel letters with aluminum returns, white acrylic faces, internally illuminated letters and lightbox sign that has already been put up without approval. Board Members went into executive session at 7:43pm and returned 7:58pm. Board Members asked Mr.

Leveroni if the black back panel and be changed to Mansard Brown to match the façade. Mr. Leveroni agreed to the change. Motion was made by Lawrence Kigler to approve sign, subject to the black backboard being changed to Mansard Brown and that the sign must be removed if the tenant leaves, seconded by Barbara Hess and approved unanimously.

Permit #2026-0661 Beacon Bank 76 North Main Street, New City Signs Ink Laura Lee Holmbo Primary wall sign. Jim Polinsky, Signs Ink, presented 2’ 11 x 7’ 10 5/8” halo lit channel letters in blue (Pantone 2955 C Blue) with a blue (Pantone 2955 C Blue) and yellow (Pantone 143 C Yellow) logo to be installed as the primary sign.

Motion was made by James Palmer to approve sign, as presented, subject to the repair and repainting of any damaged façade, seconded by Stephen Botto and approved unanimously. Permit #2026-0662 Beacon Bank 76 North Main Street, New City Signs Ink Laura Lee Holmbo Secondary wall sign .

Jim Polinsky, Signs Ink, presented 2’5” x 5’ 9” flat cut letters in blue (Pantone 2955 C Blue) with a blue (Pantone 2955 C Blue) and yellow (Pantone 143 C Yellow) logo on a white backer board. Motion was made by James Palmer to approve sign, as presented, subject to the repair and repainting of any damaged façade, seconded by Stephen Botto and approved unanimously.

Permit #2026-0663 Beacon Bank 76 North Main Street, New City Signs Ink Laura Lee Holmbo Directional signs. Jim Polinsky, Signs Ink, presented two 3’6” x 2’ 5 ¼” white letters on blue background directional signs to replace the existing directional signs.

Motion was made by James Palmer to approve sign, as presented, subject to the repair and repainting of any damaged façade, seconded by Stephen Botto and approved unanimously. Permit #2026-0675 California Closets 101 South Main Street, New City Signs Xpress Plus Lucia Castro Primary wall sign Lucia Castro presented 24” x 7’6” LED illuminated white channel letters on raceway to be installed above main entrance.

Motion was made by Barbara Hess to approve sign, as presented, seconded by Susan Farese, subject to the lights being turned off per code, and approved unanimously. Permit #2026-0676 JAG Physical Therapy 101 South Main Street, New City Signs Xpress Plus Lucia Castro Window signs Lucia Castro presented knockout frosted film with lettering installed on the front and back of the windows and doors.

Board Members did not think the film should be installed on the front. Susan Farese made a motion to approved the film with lettering to be installed on the doors on the back of the business, the letters can remain on the front, not film, seconded by James Palmer, and approved unanimously.

Permit #2026-0680 Contour Medical Aesthetics 9119 Fashion Drive, Nanuet All Type Signs Jimmy Leveroni Primary wall sign Jimmy Leveroni, presented 139” x 36” non-illuminated flat cut black stud mounted direct to wall. Stephen Botto made a motion to approve sign, as presented, subject to the repair and repainting of the façade, if needed, seconded by James Palmer and approved unanimously.

Permit #2026-0681 Blaze Physical Therapy 195 West RT 59, Nanuet All Type Signs Jimmy Leveroni Primary wall sign Jimmy Leveroni, presented 25.52” x 130.31” red channel letters illuminated on raceway with 43.69” x 41.44” red logo in a light box to be installed above main doors. Motion was made by Stephen Botto to approve sign, as presented, seconded by James Palmer, and approved unanimously.

Permit #2026-TBD Lighting TD Bank 104 East Market Street, Nanuet Colliers Engineering & Design Sarah North ATM lighting upgrades. Jeffrey Allen, Collier Engineering presented plans to upgrade the drive thru ATM area to install a new ATM to replace the pneumatic tube system. Conrete will be repaired and two new bollards will be installed.

Two new wall-mounted lights will be added to the southeast corner of the building which commercial building and an internal commercial access drive. Barbara Hess thinks that the foot candle levels are too high and should be reduced. Lights are going to be on 24 hours a day. Board Members requested Mr, Allen to amend the lighting levels and return to the next meeting. No motions were made.

Permit #2026-TBD Building Pac-Man Plaza 198-210 Route 59, Nanuet Bronx West Rock Fund I LLC John Colangelo(Owner) Façade renovation Joe Colangelo, owner, Mike Tersigni and David Palachek, Tersigni Palachek, presented plans to update the entire plaza. Colors include red blue white yellow and black and will be Pac Man themed. Board Members felt that the colors are too dark and asked for more color options. Mr.

Colangelo said they are testing the colors on the back of the building and invited the Board Members to visit. No votes were taken. The next AHRB meeting is on June 22, 2026 at 7:30 p.m. in the Historic Map Room at Clarkstown Town Hall, 10 Maple Avenue, New City, NY 10956. There being no further business, motion to adjourn was proposed by Lawrence Kigler, seconded by Stephen Botto, and unanimously accepted.
