SPECIAL PRESENTATION ~ Amyotrophic Lateral Sclerosis (ALS) Awareness Month Tonight, the Town Board would like to recognize, May 26, 2026 as Amyotrophic Lateral Sclerosis (ALS) Awareness Day in the Town of Clarkstown. The Town has a special guest from the ALS United Greater NY, located in New York City. Jordana Newler, who is the Director of Fundraising and Special Events.

ALS is a progressive, fatal neurodegenerative disease in which a person’s brain loses connection with their muscles. This affects a person’s ability to walk, talk eat and eventually breathe. Thousands of new ALS cases are reported every year. Estimates show that every ninety minutes someone is diagnosed with ALS and someone passes away with ALS every ninety seconds.

Patients that are diagnosed with ALS typically only live 2-5 years. ALS Awareness Month provides an opportunity to increase public awareness of the dire circumstances of people living with ALS. We acknowledge the impact it has on those individuals and their families and support research. The Supervisor wanted to thank Co. Bob Axelrod for initiating this recognition tonight and connecting the Town and Ms.

Newler’s team so we can bring more awareness and help with fundraising towards a cure. Today, we call upon everyone to join us in supporting ALS research and advocating for increased funding and standing in solidarity with those affected by this relentless, terrible disease. He wanted to thank Co. Axelrod for bringing the ALS group to the Town. Ms.

Newler wanted to thank the Town Board for recognizing ALS Awareness Month. This is greatly appreciated. We are trying to bring this disease to the forefront. It is becoming more prevalent in society and more celebrities are coming forward and they all appreciate their knowledge to help to keep funding for the cure. The Supervisor presented the organization a proclamation.

POLICE DEPARTMENT MATTERS A member of the Clarkstown Police Department Administration will report. Captain Cummings gave a report from the Clarkstown Police Department for the month of April 2026. Supervisor Hoehmann thanked the department and the Auxiliary Department for their service. With Memorial Day and a Presidential visit (second in history), to Rockland County – law enforcement will be heavily involved.

The Supervisor wants to thank the department in advance for all of their efforts. In addition, there will be Memorial Parades and Ceremonies on Friday, Saturday and Monday. It will be a busy week ahead.

PUBLIC COMMENTS REGARDING AGENDA ITEMS AND GENERAL

PUBLIC COMMENTS (Limited to 3 minutes) Emily King, New City Ms. King would like to have clarification with a few agenda items. Resolution #287 – What is the Clarkstown Community Preservation Fund? What are its missions, its goals, does it have employees or is it a way of giving money to other non-profits? Resolution #288 – What Parkland is the Town alienating and discontinuing the use of? Where is it the location?

Is the Town planning to sell it and turn it into housing in the future? Ms. King stated “Resolution #291 and 292” – Police Cars. Ms. King also commented on Resolution #297 – using the Rockland Country Day School property for Fire Training purposes. She would like to know if buildings on this property are going to be burned down – and if so, has everything been checked for Toxic materials?

She asked that the Town keep the “nicer” trees and let the buildings go at this point. The Supervisor responded: Responding to Resolution #287 and Resolution #288 – This is the Home Rule request for the Clarkstown Community Preservation. It does not involve employees. In fact, it allows for a surcharge on all of Real Estate transactions.

A number of communities across the state and the country use this in order to preserve property. We will be able to create a designated fund that is completely restricted only for the acquisition of historic properties and environmentally sensitive properties. Currently, every time a property comes up or becomes available, we have to go out of pocket. This will create a designated fund.

The Town of Warwick has had this in effect for over twenty years. They have been able to preserve over thousands of acres. The Supervisor stated that since he has been Supervisor, the Town has added hundreds of acres to Clarkstown– the most since Supervisor Holbrook.

We have opened up three new parks – Bear Swamp, enhanced the West Nyack Park (more than tripled the size), we’ve renovated our Community Centers and added additional Parkland. Resolution #287 is the Community preservation fund that requires an act on NYS Legislature – this is our Home Rule request. Assembly Carroll and Senator Weber have already introduced the Bill. It is expected to pass.

The next step would be the Governor signing it. Once the Governor signs it, the Town will put it up for referendum. The State passed a similar Bill last year for Orangetown. At some point, Orangetown will be putting a referendum on the ballot so voters can vote on it. Resolution #288 includes a very small portion of property by Brewery Road – to allow for a Cell Tower to enhance Communication.

The property is classified as Parkland. It is right next to French Farms. It will dramatically improve communications. Clarkstown Police Chief, Jim Fay addressed Ms. King’s statement regarding Police Cars – Throughout the years the CPD assesses their supply of Police Cars which include detective cars, cars reserved for Auxiliaries, Student Resource Officers, Traffic Units, and Administrative purposes.

We have 157 officers, for about 80 fleet of vehicles. These vehicles take a beating throughout the year. We have dedicated mechanics at the Police Department who work on the vehicles. We are able to recycle some of them. Due to the price, we felt the need to ask the Town Board for a bond to help purchase them. We need to stay ahead of the game. We buy vehicles every year.

The Supervisor stated that there will be no burning performed at the Rockland Country Day School. We do not have approval for that. They have asbestos, we would not do that. Co. Graziano stated that the drill for the Congers Fire House/Valley Cottage – it is artificial smoke. They use smoke machines – there is no burn at all.

The Supervisor continued about the Police Promotions: The Town Board was incredibly impressed with all of the candidates for the promotions at the Clarkstown Police Department. Supervisor Hoehmann stated that the Town has extremely qualified, exceptional officers, and tonight there will be three key promotions.

Kevin Quinn to Position of Police Captain, Matthew Sheehy to the Position of Police Lieutenant and Kevin McCahey to the Position of Police Sergeant. The Police Chief spoke about each member being promoted and how qualified they are to fulfill their new assignments.

At 6:57 pm the Supervisor made a motion to enter into Executive Session with the Town Board. There will be an update on union contract negotiations and legal matters. No action will be taken. This was offered by Co. Graziano, seconded by Co. Valentino. All were in favor. UPCOMING MEETING Next Town Board Meeting is scheduled for Tuesday, June 9, 2026, at 6:30 p.m.
