TOWN OF CLARKSTOWN TOWN BOARD REGULAR MEETING Town Hall Auditorium February 24, 2026 at 6:30 PM MINUTES

PRESENT: Supervisor George Hoehmann Councilman Jon Valentino Councilman Michael Graziano Councilman Donald Franchino Councilman Robert Axelrod Town Clerk Lauren Wohl

ABSENT: The Supervisor George Hoehmann declared the Town Board meeting opened. Assemblage saluted the flag. The Town Clerk read the roll call.

SPECIAL PRESENTATIONS ~ Youth Court Graduation POLICE DEPARTMENT MATTERS A member of Clarkstown Police Department Administration will report.

PUBLIC COMMENTS REGARDING AGENDA ITEMS AND GENERAL

PUBLIC COMMENTS Emily King, New City Ms. King has questions about item #21-requiring overtime reimbursement for Homeland Security Task Force. She noted that it is for $10,000. She was not sure whether the FBI is giving the Town funds or are we giving the FBI the money? Also, under what circumstances would the Clarkstown Police Department be working with the FBI (Homeland Security Issues)?

The FBI is fully trained and it is reassuring, however, does the Town have any guidelines with issues regarding whether a bench warrant would be required for someone to be arrested? The Supervisor closed Public Comments. He stated that Clarkstown has the finest Police Department in the State and perhaps the entire nation. We have many officers that have been assigned to different task forces.

We have an Officer that has been on the joint Terrorism Task Force, the DEA, the District Anthony's Office, the INTEL Unit, to name a few. We have been on Task Forces with many Federal agencies. We seek reimbursement and grants that may be available to us at the Federal level. He asked Chief Wannamaker to respond to Ms. King.

Chief Wanamaker stated that CPD has been involved with the FBI Joint Terrorism Task Force for well over ten years. This particular task force goes after Terrorist threats in the tri- state area. This is because of our close proximity to New York City, the diverse community that we have, and the Palisades Mall (which is considered a soft target threat assessment). We get briefs on any type of threat that we can get.

There are always threats through Social Media as well. That group is a dynamic group. The resources that these Task Forces have, can actually find out if these threats are real or fake. Yes, we have a Detective assigned to this task force. The Supervisor added that so does the Ramapo Police Department. This is a standard reimbursement for overtime if they are called in.
