ABSENT: The Supervisor George Hoehmann declared the Town Board meeting opened. Assemblage saluted the flag. The Town Clerk read the roll call.

PUBLIC HEARING #1: PH-1.

RESOLUTION No (145-2026) - Adopting a Local Law Amending the Zoning Map and Authorizing Zone Change of the Town of Clarkstown for Parcels Designated on Clarkstown Tax Map As 64.10-2-1 And 64.10-2-2, Located at 425 and 431 E. Route 59, Nanuet, New York and the Southern End of the Route 59 and the Route 304 Interchange.Adopted

RESOLUTION No (146-2026) - Adopting a Local Law Entitled: "A Local Law Amending Chapter 247 (Solar Power) of the Town Code of the Town of Clarkstown- Solar Power Law Revision — Adopted

PUBLIC COMMENTS REGARDING AGENDA ITEMS AND GENERAL

PUBLIC COMMENTS Steve Levine, Congers Mr. Levine does not expect to get a response from the Board tonight. He wanted to comment on the upcoming election. This is an American issue. It is not a political party issue. He is very concerned. “Heavily armed, masked, federal agents (with body armor) will be coming to the polling stations and interfering with his constitutional rights as an American to vote.” Mr.

Levine is disturbed by this. In one of the last elections, there was a security issue with the lines - during the voting process. Mr. Levine was extremely proud of the Clarkstown Police Department that had a very strong presence there to help the situation. Mr. Levine and his wife voted at Town Hall and there were lines in the street.

When people came over to speak with the voters, the Clarkstown Police Officers immediately intervened. Mr. Levine believes that there are many people that are concerned about this. Mr. Levine feels the need to speak about it. Voting responsibilities are very important to him. He is asking for the Board to please keep this in mind. Jackie Dreschler, Valley Cottage We have great concerns about ICE.

Federal Agents coming in, warehouses being used to house people....We see what has happened up in Chester, New York. She wants to make sure that this Board does not allow warehouses to be used to house people. Regarding CHPE - in the end, she feels all the Towns were forced into saying “yes”. However, there is not enough Hydro Power for Blackstone CHPE Transmission, corridor Transmission. Stop sending Hydropower.

On April 14, 2022, when CHPE was approved, everything was supposed to be great. Hydro Quebec begged their customers in Canada to not use as much energy - put on more sweaters. They did not have enough energy during a massive winter storm. Hydro Quebec stated that they would be out of energy by 2026. They would need to develop other resources, including wind power.

She is concerned about rate payers and fears it may cost customers 6 billion dollars. The Supervisor responded: To Mr. Levine: The Elections are administered by Rockland County. When there are issues, they send the Sheriff. What he thinks Mr. Levine is speaking about is when we had the Federal Election where many people were coming to vote. We were keeping order, it was COVID time, lines were long.

The Supervisor believes that the concerns should be taken to the County Legislature. The Towns host the elections but the County administers them. We have never housed anyone in a warehouse and nobody on our Board would allow that. This is on the record.
